New Threats Emerge Inside and Outside Anchor Bay

Warning! This article contains MAJOR SPOILERS for Mayor of Kingstown season 4, episode 2.Mayor of Kingstown season 4 is heating up as the new arrivals to the city are beginning to make their presence known and make some real changes, but it also presents a threat to Mike’s precarious peace. Mike’s problems are only just beginning, but already, things are getting out of hand.

Despite the near total annihilation of the Russian mafia in Kingstown between the season 3 finale and season 4’s premiere, there is a war brewing that could completely overthrow the careful balance of Mike’s McLusky’s community, both inside and outside the walls of Anchor Bay.

Kyle Witnesses The Horrors Of Prison Life Up Close

Mayor of Kingstown season 4, episode 2 opens up with a trauma-inducing scene of violence that takes place in Ad Sec at Anchor Bay, where Kyle is currently being held. One of the other prisoners began behaving erratically and making a scene, causing guards to arrive and try to calm him down.

However, after bashing his head into his cell bars repeatedly until he bled, he viciously stabs himself in the neck, signaling yet another incident happening within the first few days of Warden Nina Hobb’s takeover.

This situation also marks the first brutal death that Kyle sees while in lockup, as well as Cindy Stephens, who recently qualified as a guard and began working at the prison.

Frank Moses Makes A Deal With Bunny

After the opening credits roll, we get more insight into who exactly the character Lennie James is playing is. Frank Moses meets with Bunny, and it’s clear that he moves and speaks with authority as he reveals details about how he works, always creating distance between himself and any real criminal activity.

He also admits to being the person responsible for killing the Russian’s on the train track as a gift for Bunny and a show of good faith for their potential partnership. Moses is clearly ruthless and efficient, and as such, he wants to be clued in on how Bunny’s operation works, which means he demands to meet the Mayor.

The Mayor Confronts The Warden About Kyle

Meanwhile, Mike is preoccupied with trying to ensure his brother is kept safe while in prison, and the fact that he was beaten to a pulp upon arriving was not a part of his plans. As a result, Mike confronts Warden Hobbs in a rage, and issues a threat that should anything happen to his brother, she will pay.

Mike also coordinates a hit on the prisoner who attacked Kyle through the Crips. This serves to intimidate other prisoners into not making moves on Kyle, but it also makes Hobbs aware of exactly how far Mike’s reach extends inside the prison walls.

Callahan Is Trying To Cozy Up To Kyle McLusky

Continuing the pattern that began in the previous episode, Callahan, the aging leader of the Aryan gang, is making the most of the fact that his cell is right next to Kyle McLusky’s. Having previously worked with Mike when he was in prison, Callahan sees an opportunity to recruit Kyle to his cause.Of course, this is not in alignment with who Kyle is as a person, but Kyle has a deep desire to be strong and self-sufficient like his brother, which could see him give into Callahan’s temptations and transform while inside prison.

Frank Moses Gets A Private Audience With The Mayor

Unwilling to wait for Mike to come to him, Frank Moses arrives at the Mayor’s office, and awaits an audience with the man in charge. Frank’s reputation precedes him, and both Mike and his secretary Rebecca are wary of Frank’s direct approach.

In the meeting, Frank appears very civil and intelligent, but it’s undermined by the fact that this is an overtly dangerous man. Frank wants Mike’s support in his efforts to help Bunny dominate Kingstown, and Mike gently suggests his usefulness for someone like Frank is limited.

However, this encounter is sure to be the beginning of a much more intense relationship, but whether these two become allies or mortal enemies remains to be seen, and hinges on how much damage Frank will cause in his unholy war.

Evelyn Puts Pressure On Ian To Betray Robert

While the criminals in Kingstown are mobilizing and making plans for how they can take over territory, the law enforcement side of things is suffering due to the in-fighting taking place. Assistant DA Evelyn is on the warpath to get Robert Sawyer in prison for his repeated use of excessive force.

However, if Robert falls, he is likely to drag the rest of the corrupt system down with him, which means people like Ian and Kyle are being caught in the crossfire. In order to do this, Evelyn finds evidence that Ian was likely involved in the murder of Ben Morrisey, a SWAT team member who was due to testify against Sawyer.

Deputy Warden Torres Appears To Have Some Suspicious Connections

Inside the prison walls, Warden Hobbs has tasked her Deputy with dealing with Carney. However, Deputy Warden Torres appears to be acting suspiciously himself. During lunch, Torres approaches Roberto Cruz, one of the leaders of the Columbian gang.

The pair have a conversation in Spanish which appears to be downright friendly, and raises suspicions for Carney, who breaks it up. It’s unusual that Torres should have such an amicable conversation with Cruz, but what happens next appears to make it significantly worse.

Cindy Stephens Agrees To Report Back To Mike Ahead Of Carney’s Assassination

Carney returns to his home where he cares for his ill father after his shift at work. But as he prepares to leave to meet with Mike and Cindy at the bar, the young Columbian man who Ian and Stevie had caught and released earlier appears at his door.

The boy fires off several rounds into Carney, instantly killing him, and then he leaves rather casually. At the bar, Mike speaks with Cindy about reporting back to him and filling him in on all the details he needs to keep his brother safe, completely unaware of the tragedy that just occurred.

This is a shocking end to the episode, and it suggests that Mike and his inner circle is the target of the Columbians, as it seems like a reckless overreaction for the gang to murder Carney just because he was a little rough with Cruz at lunchtime.

It may also suggest that Torres has some dangerous connections. If this is the case, the biggest threat to Kingstown appears to be in the prison, but it isn’t the prisoners. The Mayor of Kingstown is set to continue heating up throughout the season as all these hidden truths will soon be revealed.
